Valve HV-2188-8 did not open automatically when circulator seal release permissive circuit was in proper configuration for the valve to open.

The valve centrols are designed to function in this manner if a redundant solenoid in the control circuit were not to function normally.

This' item was not originc.11y reported but has been deemed reportabic by the Office of Inspection & Enforcement of NRC.

Circulator accumulator isolation valve llV-2188-8 did not open automatically when the proper circumstances were established during a start-up of circulator (C-2103) auxiliaries. The proper action is for the isolation valve (llV-2188-8) to open when the circulator seal is released in order to provide emergency bearing water upon loss of normal bearing water and back up bearing water to the circulator shaft.

l Procedure Cause of mal-operation was foreign particles in the solenoid valve stem area of one of the redundant solenoids of the valve pneumatic operator.

The source of the foreign material van apparently the piping of the air system cupplying the valve operator.

ANAhYSIS OF OCCURRENCE:

The valve did not open during the start-up of C-2103 circulator, per SOP 21-02 ntep 2.2.4.6-c; further start-up of the circulator was imm2diately i> topped. This occurrence did not in any way jcopardiac the safe operation of the circulator because S0p 21-02 (llelium Circulator Auxiliary System) was followed and as such no "C" circulator start-up continued a f ter llV-7188-8 mal-operat ion.

The design of the control circuit and pneumat ic supply through the control solenoidn of IIV-2188-8 is such that the valve will not open if one of the redundant nolenoids does not function. ILy administ rative control, further efforts toward putting the helium circulator into service is prohibited until the operation of IIV-2188-8 in corrected.

The air solenoids at the valve were both inspected and cicaned and the foreign particles removed from the valve operator solenoid valve stem area. No other corrective action is deemed necessary.
