Dear Dr. Weiss:

This: letter.-provides a revised report on the inoperability of the electric motor driven firewater pump (P-4501) at Fort St. 'Vrain

( FSV) . ._ .Public._ Service -Company of _ Colorado (PSC) had previously; reported the inoperability of firewater. pump P-4501 in the referenced

-letter. At that time, PSC indicated that we were planning to restore the pump to operable status by August 30,.1991. This olanned date

-was _ overly optimistic and firewater pump P-4501 sas not actually declared operable _until October _2F, 1991.

Completion _ of repairs and testing on firewater prmp P-4501 was idelayed beyond August 30, 1991, due to unforseen material and testing-problems. -Replacement parts were not available for installation-

The extended outage of-firewater pump P-4501 did not adversely affect PSC's-ability to maintain the plant in a safe shutdown condition. In fire ' protection; cooldown Train 1, firewater pump-P-4501 is utilized to supply. cooling water to the prestressed concrete reactor vessel

. liner. During the entire outage'of this pump, an equivalent pump, diesel engine driven firewater pump P-45015, was available to supply water to Train 1 and to firefighting equipment. In addition, the '

redundant fire protection cooldown train, Train 2, remained operable.

-firewater pump P-4501. We thoroughly understand the need to maintain essential equipment during the permanent shutdown condition of Fort St. Vrain, and we have numerous administrative controls in effect to ensure this. PSC will continue to emphasize the need for timely restoration of equipment that is needed for the safe defueling of-the FSV reactor.
