ABNORMAL OCCURRENCE 75/17 Page 2 of 3 DESCRIPTION OF OCCURREUCC:
Instrument air compressor 1C (C-8203) was observed by a plant operator to be running continuously in an unloaded condition. The spare instrument air com-pressor was placed in service and C-8203 shutdown. The instrument air sys-tem was not disabled and no loss of control function occurred.

Operator Procedure ANALYSIS OF OCCURRENCE:
A mechanical failure occurred in the suction valve unloader actuator assembly which prevented proper operation of the unloader.
CORRECTIVE ACTION:
The failed unloader actuator was replaced with a new, identical, unloader actua-tor and tested satisfactorily.
Public Service Company and the manufacturer are investigating possible replace-ment actuators.
