OF FACILITY OPERATING LICENSE DPR-44 Philadelphia Electric Company, Licensee under Facility Operating License DPR-44 for Peach Bottom Atomic Power Station Unit No. 2, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating License be temporarily amended as indicated in the following discussion.

The "D" Emergency Diesel Generator has been out of service for repairs since Monday, September 21, 1981. The Peach Bottom Technical Specifications, section 3.5.F.1 permits

continued operation of Unit 2 for seven days with one of the four diesel generators inoperable. Return to service of the "D" diesel generator is expected on Thursday. October 1, 1981.

Licensee hereby requests permission to continue Unit 2 power operation for three days beyond the seven day period now specified until Octcher 1, 1981, provided that all of the low pressure core and containment cooling subsystems are demonstrated to be operable daily and the remaining diesel generators are demonstrated to be operable twice per day.

Justification for the requested temporary change is based on the low probability of a loss-of-coolant event concurrent with the loss of all offsite electrical power, and the inherent stability of the Pennsylvania, New Jersey, Maryland Interconnection (PJM) electrical distribution system connecting with the Peach Bottom facility. The reduced residual heet load on the Unit 3 (which is presently shut down and not expected to return to service until after Octoiber 1, 1981) resulting from its six month outage, reduces the potential load demand on the emergency power system below that considered in the design bases for the plant, and thus provides an additional safety margin. To further enhance the safety margin, Licensee proposes to increase the surveillance frequency on the three operable diesel generators to ensure their continued availability. Normally, each diesel generator is demonstrated to be operable once each month. During the three day extension, we propose to demonstrhte operability of the other three diesel generators twice each day.

Pursuant to 10 CPR 170.22, " Schedule of Peas fo e Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment he considered a class III Amendment, since the proposed change is deemed not to involve 4 significant hazards consideration.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed the proposed change to j the Technical Specifications, and have concluded that it does not involve an unreviewed safecy question or a significant '.azards consideration; and will not endanger the health and safety of the public.
