Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY  : 50-278 APPLICATION FOR AMENDMENT OF FACILITY CPERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Unit Nos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by revising certain sections as indicated by a vertical bar in the margin of the attached pages 59, 128, 171, 208 and 234m for Units 2 and 3; and 234h, 2341, 234o, and 234p for Unit 3; and by the addition of attached page 208a for Units 2 and 3; and 234g, 234r and 234s for Unit 3.

JAditionally, we hereby request that the Environmental Technical Spr.cifications incorporated in Appendix B of the Operating Licenses be amended as indicated by a vertical bar in the margin of attached pages 13 and 51. A discussion of each of the requested changes is set forth below.

The proposed revision to page 51 of Appendix B changes the reporting period for submitting a written report on environmental deviations from "10 days" to "10 working days."

This change would establish consistency with the reporting requirements in Section 6.9.2 of Appendix A, and reflects the intent of the 14-day reporting requirement in the Standard Technical Specifications for General Electric Boiling Water Reactors, NUREG 0123, revision 3.

The proposed revision to page 171 would permit an alternativo method of verifying drywell-suppression chamber vacuum breaker closure in the event valve position indication is not conclusive. The alternative method would permit a verification test that a positive drywell to the torus differential can be maintained, thus confir.ning that the suppression chamber is available to perform its intended function during loss-of-coolant events.

The proposed revision to pages 59 anci 208, and the addition of page 208a changes the limiting condition for operation of the plant stack and steam air ejector radiation monitors to reflect the present design of the off-gas processing system. The existing restrictions on plaar operation in the event either the plant stack or steam air ejector radiation monitors are inoperable reflects the original design of the offgas system prior to the incorporation of increased holdup and hydrogen recombiner processing of the condenser off-gases into the Peach Bottom design.

A revised Table 3.11.D.1, Safety Related Shock Suppressors, was filed as part of a March 24, 1981 application in response to D. G. Eisenhut's letter dated November 20, 1980, requiring conformance with a standard Technical Specification for snubber surveillance. Subsequently, the following shock suppressor modifications have been initiated.

(1) During the current refueling outage on Unit 3, vacuum breakers will be installed on the main steam safety relief valve discharge pipes as part of the modifications to reduce dynamic loads on the suppression chamber. This modification was initiated as a result of the NRC's acceptance criteria for the Mark I Containment Long-Term Program identified in their October 31, 1979 letter. The modification cnquires the removal of two hydraulic snubber pipe supports (1-GG-S-56, 1-GG-S-58) to provide sufficient clearance for the installation of vacuum breakers. An additional thirty-eight (38) mechanical snubbers will be installed to maintain the seis.aic Class I design feature of the modified safety relief valve discharge pipes.

(2) The replacement of the Reactor Water Cleanup System suction piping with 316L stainless steel is planned for the current refueling outage on Unit 3. The new material will reduce the pipe's susceptability to intergranular stress corrosion cracking. An analysis of the new piping cystem indicated the need for an additional pipe support. Accordingly, the redesign adds a mechanical shock suppressor (12-DCN-S-9) inside the drywell.

(3) Philadelphia Electric Company's April 16, 1981 license amendment application described our plans for upgrading the Reactor Building to torus vacuum breakers to withstand the design basis earthquake requirements by the installation of additional shock suppressors. Accordingly, these modificationc have been completed on Unit 2, and will be implemented on Unit 3 during the current refueling ou*. age.

Accordingly, the Licensee hereby amends its application of March 24, 1981 by revising Table 3.11.D.1 (revised pages 234h, 2341, 234m, 234o, 234p, and new pages 234q, 234r, 234s for Unit 3, and revised page 234m for Unit 2) to reflect the shock suppressor modifications described above.

The proposed revisions to pages 13 and 128 correct typographical errors.

Pursuant to 10 CFR Section 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company I proposes that this Application for Amendment be considered a i

Class III Amendment for Unit 2, and a Class I Amendment for Unit 3, since the proposed changes are deemed not to involve.a significant hazards consideration.
