Dear Mr. Keppler:

Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 Construction Permit No. CPPR-137 & CPPR-138 This . a reply to your letter of June 23, 1981, regarding a safety inspection conducted by I.T. Yin on June 5-6, 1981. By that latter, you requested documentation supporting our conclusion that the as-built condition of the seismic guide assemblies does not constitute a safety problem.

Enclosed are the following reports and documents:

1. S&L Report #EMD-029686, Rev. 00, dated 4/24/81

" Summary Report for Guardpipe Dynamic Guide Assemblies"

2. Inter-Office Memorandum, M.A. Atia to Mechanical /

Engineering Mechanics; File No. EMD#030051, dated April 24, 1981

3. Nonconformance Report NCR No. 4151 prepared by R.L. Neeb, (Includes Seismic Guide Clearance Test Results)

February 27, 1981 We believe that these documents substantiate the acceptability of the CPS pipe penetration assemblies / seismic guides. As a final investigation to support our conclusion, we will monitor the thermal expansion of each penetration process pipe during the initial line heat-up. We will advise the NRC Resident Inspector in advance of the schedule for such tests so that the NRC may review the test procedure and/or witness the tests.

I trust this information satisfies the requirements stated in your letter of June 23, 1981.
