ME4936 AND ME4937)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on June 6, 2012, to discuss staff concerns related to future use of operating experience for aging management, in the South Texas Project, Units 1 and 2, license renewal application (lRA). The telephone conference call was useful in clarifying staff concerns on the issue. provides a listing of the participants and Enclosure 2 contains a summary of the discussion.

The applicant had an opportunity to comment on this summary.

REQUEST FOR ADDITIONAL INFORMATION SOUTH TEXAS PROJECT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION FUTURE USE OF OPERATING EXPERIENCE, FOLLOWUP RAI1.4-3 June 6,2012 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on June 6, 2012, to discuss staff concerns related to future use of operating experience for aging management, in the South Texas Project, Units 1 and 2, license renewal application (LRA). The telephone conference call was useful in clarifying staff concerns on the issue.

RAJ 1.4-3 discussion The staff provided an overview of the history of this issue and outlined the primary areas of concern as expressed in LR-ISG-2011-05, "Ongoing Review of Operating Experience."

The staff also noted that, in its review of the applicant's request for additional information (RAI) response to RAI B1.4-2 dated February 27,2012, while the applicant provided details of its programmatic framework for considering operating experience on an ongoing basis, some areas required further clarification in order for the staff to complete its review of the issue: (a) the applicant's discussion of using "event codes" in the applicant's Corrective Action Program did not explain how the codes capture age-related equipment failures or degradation; (b) the staff was not clear what implementing actions (if any) would result from performing a "training needs analysis," as proposed by the applicant, for personnel who implement, screen, assign, evaluate, and submit plant-specific and industry operating experience information; and (c) the summary description proposed for the Updated Final Safety Analysis Report (UFSAR) did not sufficiently capture key areas for consideration, when compared to the guidance in Table 3.0-1 "FSAR Supplement for Aging Management of Applicable Systems" of LR-ISG-2011-05.

The applicant agreed that it would take the staff's concerns into account as it prepares its response to the RAI. Both the staff and the applicant agreed that the discussion was useful in clarifying the RAJ.
