Dear Ms. Buerki:

This correspondence Is a follow-vp to a verbal notmcation on Monday, October 31, 1994, for a by-pass which occurred at Rorida Power 8, Ught company's St. Lucie Power Plant. Below please find a description of the event The Mangrove impoundment wali at St. Lucie Plant (NPDES Permit No. FL0002208, Serial No.

006C), which receives stormwater from the east parking lot, washed~ sometime late in the evening of October 30, 1994. During the event, which lasted no more than ten hours, It is estimated that approximately 1.5 million gallons of untreated parking lot runoff entered the Mangrove Impoundment 008E. The site had received approximately 3 1/2 inches of rainfall in a twenty four hour period prior to the event. High levels of water behind the concrete wall, which was designed to allow setlng of suspended solids and prevent oil &, grease from entering the Impoundment area, washed a small amount of filidirt out around an area where the wall attaches to a road embankment at Its south end. Apparently, the area was not filled completely to the top of the wall during construction.

The following day, October 31, the washout area was filled with new dirt above the top of the wall and compacted. This placed the treatment system back in service. Permanent corrective actions are being considered to prevent further ~rrences.

As per Part II-D.8., of the site's NPDES permit; Region IV, USEPA was verbally notified of the event at approximateiy 3:00 P.M. October 31, via FPL Environmental Affairs Department. The event did not have any signlcant impact on the surrounding mangrove impoundment No oil sheen or elevated suspended solids were obselved following the event.
