SUMMARY

OF JUNE 9, 2015, CATEGORY 1 PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS THE SEISMIC HAZARD REEVALUATION ASSOCIATED WITH IMPLEMENTATION OF JAPAN LESSONS-LEARNED NEAR-TERM TASK FORCE RECOMMENDATION 2.1, SEISMIC FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 On June 9, 2015 1 , the U. S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Arizona Public Service Company (APS, the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, Rockville, Maryland.

The purpose of this meeting was to discuss the Seismic Hazard Reevaluation 2 associated with the implementation of Near-Term Task Force (NTTF) Recommendation 2.1: Seismic of the March 12, 2012, NRC request for information issued pursuant to Title 1 Oto the Code of Federal Regulations Part 50, Section 50.54(f) (hereafter referred to as the 50.54(f) letter)3 for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). During the meeting the NRC staff provided an overview of NTTF Recommendation 2.1 "Seismic" including specifics of the review process as it relates to the Western United States (WUS) sites 4. Additionally, APS representatives provided an overview of Palo Verde's seismic hazard reevaluation which included specific discussions of several focus areas identified by the staff and conveyed to APS before the public meeting 5. The NRC staff and APS representatives' discussions included the following meeting highlights:

  • The NRC staff presented an overview of NTTF Recommendation 2.1 "Seismic" review process which included specifics on how the process would be applied to the review of the WUS submittals.
  • The NRC staff provided the overall schedules for Recommendation 2.1 seismic hazard and risk evaluation activities.

The staff stated that Palo Verde. by letter dated May 13, 1 The meeting notice is available via the Agencywide Documents Access and Management System (ADAMS) under Accession No ML15160A391.

  • The licensee provided an overview of their seismic hazard reevaluation.

Specifically, APS responded to a series of focus areas that the staff had identified and conveyed to APS before the meeting 7. These discussions helped the staff better understand APS approaches and added clarity to assist in the staff's review.

  • The licensee provided a summary of Palo Verde's current licensing basis. Specifically, APS described their design response spectra and its relationship to the current licensing basis.
  • The licensee stated that based on its screening evaluation, further action is not required for NTTF Recommendation 2.1 "Seismic".
  • The licensee provided initial details on a recently identified minor error in its hazard calculations, part of the March 2015 submittal.

The licensee stated it plans to follow its corrective actions program, as appropriate, to disposition the issue.

  • In addition to the questions asked during the meeting, the staff indicated that it expects to issue requests for additional information by the end of summer I early fall 2015. The staff also stated that a final screening determination will be made for Palo Verde by fall 2015. No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given an opportunity to communicate with the NRC during the public meeting before adjourning.
