By letter dated March 29, 2006, Southern Nuclear Operating Company, Inc. (SNC), submitted arequest for Technical Specification amendments regarding containment tendon surveillanceprogram for Vogtle Electric Generating Plant, Units 1 and 2 (VEGP). Based on its review of the March 29, 2006, submittal, the Nuclear Regulatory Commission (NRC) staff has determinedthat additional information is required to complete its review.The NRC staff's questions are provided in the enclosure. In its March 29, 2006, submittal, SNCrequested approval of these amendments by March 2007. The Nuclear Regulatory Commission (NRC) staff requestsresponses to the following questions in order to continue the review of these amendments.Questions 1.In the first page of the enclosure to SNC's letter, SNC stated that "The requirements ofRegulatory Guide 1.35, Revision 2 with the exceptions referenced in TS 5.5.6 areincluded in ASME Code Section XI, Subsection IWL as modified by [Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.55a(b)(2)(v iii)]10 CFR 50.55a(b)(2)(viii)." Please clarify how the requirements of10 CFR 50.55a(b)(2)(viii)(A-E) are addressed in SNC's inspection program.2.In the second page of the enclosure to SNC's letter under TS Section 5.5.17"Containment Leakage Rate Testing Program," SNC stated that "The visual examinationof containment concrete surfaces intended to fulfill the requirements of 10 CFR [Part]50, Appendix J, option B testing, will be performed in accordance with the requirementsof and frequency specified by ASME section XI Code, Subsection IWL." Please clarify how SNC's inspection program meets these requirements.
