VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2, REQUEST FOR ADDITIONAL INFORMATION (RAI) ON PROPOSED LICENSE AMENDMENTS TO TECHNICAL SPECIFICATION REGARDING CONTAINMENT TENDON SURVEILLANCE PROGRAM (TAC NOS. MD1078 AND MD1079)
Dear Mr. Grissette:
By letter dated March 29, 2006, Southern Nuclear Operating Company, Inc. (SNC), submitted a request for Technical Specification amendments regarding containment tendon surveillance program for Vogtle Electric Generating Plant, Units 1 and 2 (VEGP). Based on its review of the March 29, 2006, submittal, the Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review.
The NRC staffs questions are provided in the enclosure. In its March 29, 2006, submittal, SNC requested approval of these amendments by March 2007. In order to support SNCs amendments, the NRC staff requests a response to this RAI within 30 days of the date of this letter.

AMENDMENTS TO FACILITY OPERATING LICENSE REGARDING CONTAINMENT TENDON SURVEILLANCE PROGRAM By letter dated March 29, 2006, Southern Nuclear Operating Company, Inc. (SNC) submitted a request for Technical Specification (TS) amendments regarding containment tendon surveillance program for VEGP. The Nuclear Regulatory Commission (NRC) staff requests responses to the following questions in order to continue the review of these amendments.
Questions 1.
In the first page of the enclosure to SNCs letter, SNC stated that The requirements of Regulatory Guide 1.35, Revision 2 with the exceptions referenced in TS 5.5.6 are included in ASME Code Section XI, Subsection IWL as modified by [Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.55a(b)(2)(viii)]
10 CFR 50.55a(b)(2)(viii). Please clarify how the requirements of 10 CFR 50.55a(b)(2)(viii)(A-E) are addressed in SNCs inspection program.

In the second page of the enclosure to SNCs letter under TS Section 5.5.17 Containment Leakage Rate Testing Program, SNC stated that The visual examination of containment concrete surfaces intended to fulfill the requirements of 10 CFR [Part]
50, Appendix J, option B testing, will be performed in accordance with the requirements of and frequency specified by ASME section XI Code, Subsection IWL. Please clarify how SNCs inspection program meets these requirements.
