DeLisa and Wes, By letter dated December 22, 2021 (Agencywide Documents Access and Management System Accession No. ML21356B484), to the U.S. Nuclear Regulatory Commission (NRC), Southern Nuclear Operating Company (SNC, the licensee) submitted a license amendment request (LAR) for Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2; and Vogtle Electric Generating Plant (Vogtle), Units 1 and 2. The proposed LAR will revise the Farley Technical Specifications (TSs) by relocating some detailed information from TS 5.5.16, Main Steamline Inspection Program, to the Farley Updated Final Safety Analysis Report (UFSAR). The proposed change also revises the Vogtle TS by relocating some detailed information from TS 5.5.16, MS [Main Steamline] and FW [Feedwater] Piping Inspection Program, to the Vogtle UFSAR.
After reviewing the LAR, the NRC staff requests a response to the request for additional information (RAI) given below.
On April 8, 2022, the NRC staff provided draft RAI questions to SNC to make sure that the RAIs are understandable, the regulatory basis is clear, to ensure there is no proprietary information, and to determine if the information was previously docketed. On April 14, 2022, a clarifying call was held and SNC stated that it would provide the RAI response within 30 days of the date of this email.

RAI-1
In Section 2.4, Description of the Proposed Change, of the subject LAR, the licensee states that the current detailed augmented inservice inspection program description contained in TS 5.5.16 will be relocated to the UFSARs for Farley and Vogtle. Specifically, the entirety of the verbiage in Farley TS 5.5.16 will be relocated to the Farley UFSAR, Section 3K, Part II, Item D.
Likewise, the entirety of the verbiage in Vogtle TS 5.5.16 will be relocated to the Vogtle UFSAR, Section 6.6.8. The licensee also states that UFSAR information that duplicates the relocated TS information may be edited for clarity. The UFSARs for each plant will be updated in accordance with 10 CFR 50.71(e).
To support the NRC staffs review of the subject LAR, the licensee is requested to provide its proposed UFSAR update with the inclusion of the relocated TS information.
RAI-2
In Section 2.4 under subsection, Proposed TS Change, the licensee describes its proposed changes for the Farley, Units 1 and 2, TS 5.5.16, Main Steamline Inspection Program, and the Vogtle, Units 1 and 2, TS 5.5.16 MS and FW Piping Inspection Program, respectively. The licensee states that the program description will remain in TS 5.5.16 for each plant while the details of the respective augmented inspection program will be relocated to the UFSARs for Farley and Vogtle.
However, the licensees proposed TS 5.5.16 changes do not refer to those relevant UFSAR sections that will be updated to contain the details of the augmented inservice inspection program. The licensee is requested to include a pointer to the relevant UFSAR sections in its proposed TS changes.
