Problem report 01.4048.00

[Received SBO DG "leak" alarm] has been reviewed and the conclusion reached that there is no need for any external notifications and there is no regulatory issue, based on the following information:

1) The alarm is an indication of water in the tank's annulus (it is a double walled fiberglass tank). MR 01 118604 was submitted to check for the presence of water in the fuel oil. 2) There is no evidence of a release of diesel fuel oil fiom either underground storage tank (T-160 A or B) for the SBO (Station Blackout)

Diesel. Tank fuel levels have remained constant before and after this alarm. Therefore, there is no leak to the environment and no need for any notifications.

3) This is a repeat occurrence (alarm with no indication of tank integrity problem).

The system engineer is aware of this and is expecting that the upgrade to the leak detection instrumentation (PDC 00-16) will address this problem.

4) Any future alarms do require actions, similar to what was done in this instance (validate alarm, increase monitoring, investigate equipment condition, etc.).

Based on this, I conclude all immediate corrective actions are in place or have been completed. This action item for Environmental (regarding regulatory issues) should be closed.
