Re:ProvisionalOperatingLicense:DPR-17DocketNo.:50-220AppendixA(TechnicalSpecifications3.3.1aand3.3.1b)ofProvisionalOperatingLicenseDPR-17forNineMilePointNuclearStation,UnitOlstates:3.3.1a"Aftercompletionofthestartuptestprogramanddemonstrationofplantelectricaloutput,theprimarycontainmentatmosphereshallbereducedtolessthanfivepercentoxygenwithnitrogengaswheneverthereactorcoolantpressureisgreaterthan110psigandthereactorisinthepoweroperatingcondition,exceptas.specifiedin"b"below."3.3.1b"Withinthe24hourperiodsubsequenttoincreaseofthereactorcoolantpressureabove110psigwheneverthereactorisinthepower.operatingconditj.on,thecontainmentatmosphereoxygenconcentrationshallbereducedtolessthanfivepercentbyweightandmaintainedinthiscon-dition.Deinertingwascommenced24hourspriortoamajorrefuelingoutageorotherscheduledshutdown."AnorderlyshutdownofUnit81,NineMilePointNuclearStationwasbegunonJuly27,1972duetoincreasingrecirculationsystemvalvepackingleakagewithinthedrywell.Followingrepackingoftheaffectedvalves,theunitwasrestartedonJuly30,1972andreached110psigat0700thatday.

Mx.DonaldJ.Skovho1tUnitedStatesAtomicEnergyCommission0Page2AnagreementhadbeenmadepriortoshutdownwithNationalCylinderGas,anitrogengassupplierinConshohocken,Pa.fordeliveryoftwotrucksofnitrogenonJuly30,1972.Normalinertingrequires4-6hoursandcouldeasilybeaccomplishedthatday,wellwithintherequired24hours.However,unknowntostationpersonnel,thegassupplierwashavingdifficultyinobtainingdriversforthenecessarytwotrucksofnitrogen.ThestartupoftheUnitbeyond110psigcontinued,basedupontheprioragreementthatnitrogenwouldbearrivingforinertingthatday.Atmidnight,July30,1972withnonitrogenforinertingonsite,itwasdeemednecessarybystationpersonneltoholdthermalpowerto1200MN(t)andnotcontinuewiththenormalscheduledstartupuntilthedrywellwasinerted.ThefirsttruckofnitrogenarrivedatthestationthemorningofJuly31,1972andinertingbeganimmediately.Thedrywellatmospherewasreducedtolessthanfivepercentoxygenat134Sthatday,reaching3.9percentat1400.Thestartupscheduledthencontinued.Thedrywellatmosphereremainedwithinspecificationfollowinginertingandwiththearrivalofthesecondtrucklateintheevening,July31,1972wasreducedtoitspresentlevelofonepercentbyweightofoxygen.Verytrulyyours,F.J.Schn'eiderVicePresidenteOperations 1tllJt
