Nine Mile Point Nuclear Station Unit No. 1; Docket No. 50-220 Special Report: Containment High Range Radiation Monitor Instrumentation Channel 11 Inoperable In accordance with Action 4 of Nine Mile Point Unit 1 (NMP1) Technical Specification (TS) Table 3.6.11-2, "Accident Monitoring Instrumentation Action Statements," Nine Mile Point Nuclear Station, LLC (NMPNS) is submitting the following Special Report concerning inoperability of Containment High Range Radiation Monitor Instrumentation Channel 11.

Descriptionof Event On April 27, 2009, at 1100, Containment High Range Radiation Monitor Instrumentation, Channel 11, (TS Table 3.6.11-1, Item 7) was declared inoperable as a result of the alarm function being found out of tolerance during Surveillance Testing, required by Technical Specification 4.6.11.

The redundant channel of Containment High Range Radiation Monitor Instrumentation, Channel 12, was operable during the period Channel 11 was inoperable.

Cause of Inoperabilit The cause for the Containment High Range Radiation Monitor Instrumentation Channel 11 alarm function being out of tolerance was instrument set point drift.

Action Taken The alarm function for Containment High Range Radiation Monitor Instrument Channel 11 was adjusted to within specification and declared operable on April 28, 2009, at 1545.
