Nine Mile Point Unit 1 Docket No. 50-220 License No. DPR-63 Special Report, Channel #12 Containment Hydrogen Monitoring System Inoperable for Scheduled Preventive Maintenance Gentlemen:

In accordance with Action Statement 4.a of Nine Mile Point Unit 1 Technical Specification Table 3.6.11-2, "Accident Monitoring Instrumentation Action Statements," Nine Mile Point Nuclear Station, LLC (NMPNS) is submitting the following Special Report concerning the inoperability of the Channel #112Containment Hydrogen Monitoring System.

Descriptionof Event On February 9, 2004, at approximately 0809 hours0.00936 days <br />0.225 hours <br />0.00134 weeks <br />3.078245e-4 months <br />, operators declared the Channel #12 Containment Hydrogen Monitoring System inoperable for scheduled preventive maintenance work, including rebuild/replacement of the sample pump and the bypass pump and replacement of various solenoid operated valves.

The redundant Channel #11 Containment Hydrogen Monitoring System was verified to be operable prior to removing Channel #12 from service.

Cause of Event The Channel #12 Containment Hydrogen Monitoring System was declared inoperable in order to perform scheduled preventive maintenance.
