SUBJECT:

SUMMARY OF OCTOBER 8, 2015, MEETING WITH EXELON GENERATION COMPANY, LLC, ON CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2, LICENSE AMENDMENT REQUEST REGARDING TRANSITION TO NATIONAL FIRE PROTECTION ASSOCIATION 805, BASED STANDARD FOR FIRE PROTECTION FOR LIGHT WATER REACTOR ELECTRIC GENERATING PLANTS" (CAC NOS. MF2993 AND MF2994) On October 8, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the license amendment request (LAR) to transition to National Fire Protection Association (NFPA) 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants, 2001 Edition" for the Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2. The meeting notice and agenda, dated September 23, 2015, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 15281A049. A list of attendees is provided in the Enclosure. The licensee presented information regarding the current licensing status of the NFPA 805 LAR, as well as the status of the response to probabilistic risk assessment (PRA) request for additional information (RAI) 03. The meeting notice stated that the licensee would also discuss Regulatory Guide (RG) 1.17 4 acceptance criteria and the calculation of delta core damage frequency and large early release frequency. Based on the results of the licensee's PRA calculations, the licensee did not need to discuss the RG 1.17 4 acceptance criteria at the meeting. The licensee's presentation slides can be viewed at ADAMS Accession No. ML 15282A083. The licensee presented information regarding its proposed schedule for ongoing and future transition activities related to the NFPA 805 LAR. The licensee stated that fire modeling work is complete and final PRA results will accompany the response to PRA RAls 03, 19a, and 19d. The final PRA results will reflect the post-transition plant and the RAI response will confirm that PRA methods were consistent with RAI responses. The licensee will also transmit updates to NFPA 805 LAR Attachments C, G, S, and W along with the RAI responses. There is not a set target date to submit the final PRA results and RAI responses to the NRC. This will be discussed further between the NRC and the licensee. Members of the public were in attendance.
