Siren Pole Rcstoration in the Massachusetts l'ortion of the Seabrook Station l Emergency Planning Zone Gentlemen:
In a letter dated April 15,1991 l Reference (b)), New Hampshire Yankee (NilY) provided a description of the process for the restoration of siren poles in the Massachusetts portion of the Seabrook Station Emergency Planning Zone (EPZ). Subsequent NRC and Federal Emergency Management Agency (FEMA) reviews resulted in a request for technical data and supporti ng documentation to allow FEM A to complete a technical review and analysis [ Reference (c)]. NHY has provided the requested data to FEM A and has provided explanations and addressed questions raised during the technical assistance meetings.
In a ! citer dated October 11,1991 [ Reference (c)), FEMA identified three specific issues that remained to be addressed in NHY's siren conversion proposal before the proposal could be finalized. These specific issues were: 1) the operability and reporting method; 2) the silent test program for the new fixed sirens and the silent test program for the VANS during the conversion period; and 3) the maintenance and operability acceptance and backup time periods ("X" and "Y" periods).

For the second issue, NHY will continue to perform silent tests at the Vehicle Alert and Notification System (VANS) during the transition period in the same way that these tests are -currently performed, i.e., locally at the VANS vehicle. The only difference will be' in regard to the EOC Dispatcher training, which will include silent ,
activation of the fixed sirens as opposed to the Vn;4S. For the third issue, the VANS will :;

New Hampshire Yankee has reviewed the conversion to a fixed pole mounted siren system per the criteria of 10CFR50.54(q) and determined that it does not decrease the effectiveness of thel Seabrook Station Radiologiect Emergency Plan (SSREP) or the Seabrook Plan for Massachusetts Communities (SPMC), and that the-SSREP and the SPMC'will continue to meet the standards of 10CFR50.47(b) and the re quirements of 10CFR50, Appendix E. NilY- i has worked with FEMA in several technical assistance meetings to ensure that the conversion to fixed pole mounted sirens does not decrease the effectiveness of the emergency plans.

L To date, five sirens have been le stalled on poles in Newburyport, Massachusetts. The
-installation was completed on October 3,1991 and the 30-day 'X" pcriod testing began on October 9,1991. ~ lt is anticipated that the community wide test of the Newburyport fixed sirens'will be-' conducted on November 7, .1991.

t,1 O O Summary of Siren Conversion Pronosal The process tc, icpir.ce the VANS with a fixed pole system is a joint _ cffort between NHY and the six Massachusetts communities within the Sechrook Station EPZ. At all times during the process, the alert and _ notification capabilities provided to the Massachusetts residents within the EPZ will be at least equivalent to that curredly provided by the VANS as described in the' Seabrook Station FEMA REP 10 Design Report. NilY will again utilire the services of Wyle Laboratories to develop and verify acoustical models and to prepare the acoustical coverage analysis for the fixed pole mounted sirens. By applying design and -
testing programs similar to those already used for the VANS and the New llampshire fixed ,
pole mounted sirens, NHY will ensure that new fixed pole-mounted sirens in Massachusetts provide alert and notification capabilities at least equivalent to that of the existing VANS.
. NHY will follow what is essentially a six step -process covering all . aspects of the l transition from site selection through the submittal of an updated REP-10 Design Report to

. Selection of proposed fixed siren sites,
. Approval and permitting of sites by local authorities,
. Acoustical analysis of siten locations,
.. Installation, training and siren testing, ;
e Removal of the -VANS from service, and
. Submittal of an updated Seabrook Station REP 'to Design Report.
During the installation and testing phase, each community in the Massachusetts portion ;
of the Seabrook Station EPZ will train on the use of their respective portion of the siren j system during the initial functional teits, in addition, NHY will perform in-situ operability '
testing of each-of the pole mounted sirens, This testing will be an inaudible activation of ;
the siren and control circuitry, or a ' silent test". The " silent test" will verify that the siren I will respond as expected upon receipt of an-activation signal.
When all sirens in a particular community have been installed and at or near the end of the X period testing, as described in Enclosure 2, the functional test of all sirens in that community will be performed. This test will be an actual and simultaneous activation of the Alert tone of_ all- sirens ~ in that community. Activation for this portion of the test will be from the NHY Offsite Response Organization (ORO) Emergency Operations Center (EOC) located in - Newington, - NH. . Local emergency _ management pe.sonnel will also _ test _

O O New llampshire Yanker will perform maintenance of the fixed pole mounted sirens utili7ing procedures simila* to those used on the New llampshire portion of the Public Alert ,
and Notification System (PANS). After the fixed pole mounted sirens in a community are operable and the initial acceptance test is complete the VANS that cover only that community will be removed from service. The VANS will be removed only after an acoustical analysis verifies that the remaining VANS and the pole mounted sirens will provide the required public alert and notification eeverage.
Upon completion of the conversion from VANS to fixed pole mounted sirens, a system wide test will be conducted with activation from the Nil t' 0110 Emergency Operations Center in Newington, Nil and the Massachusetts State Police Troop "A" lleadquarters in Framingha4a, M A.
