This office forwarded an interim report on July 30,1981.

Our evaluation has determined this condition to be reportable. Attached is an updated report on this condition and we will provide another report by December 17, 1981.

SUPPLY'SYSTEMNUCLEARPRUJECTNO.2 UPDATED REPORT DESCRIPTION OF DEFICIENCY:

Component Standard Supports are used extensively in the design of hanger supports. At one time, the load capacities used in the design calculations were obtained from the manufacturers catalogs. Presently, Load Capacity Data Sheets (LCDS) are required under subsection NF of ASME Section III

. Division I ASME Boiler and Pressure Vessel Code. In the course of acquiring these LCDS's several problem areas have been ' encountered.

e LCDS's have been unobtainable, despite repeated requests, for certain items and from certain manufacturers.

e The values in the LCDS's do not necessarily agree with the manufacturers catalogs. In most cases, the difference has not been substantial, though this is not always true. Furthermore,'the values in the LCDS's can be either higher or lower than the catalog values.

e The values in an LCDS for a given component can vary dramatically from one issue of,an LCDS , subsequent one. Attached are LCDS's l provided by Power Piping Company for " standard" and " heavy-duty" l

U-bolts, dated '1975 and 1977. Note that normal tension loads were, reduced by almost a factor of two.

, o Changes to values contained in the LCDS's as well as manufacturers l catalogs are revised, often substantially, with no apparent effort on

the part of the manufacturer to notify purchasers, l

l This situation could occur in other Component Standard Supports which could l have compromised the ability of some of the hangers to perform their intended

function, if left uncorrected. Since these components are in use on many l SC-1/QC-1 hangers, the potential for a safety hazard exists in a number of i systems.

F APPROACH TO RESOLUTION OF THE DEFICIENCY:

Load Capacity Data Sheets will be reviewed for adequate design and appropriate action will be taken if the design is found to be deficient.

STATUS OF PROPOSED RESOLUTIONS:

~Several requests have been made to the manufacturer for the necessary information. Both WBG and Bechtel have been appraised of the severity of the situation. They have both been provided a comprehensive list'of the LCDS's available to date and those that are required. (Attached is a listing of WBG-purchased hanger components not having load capacity data sheets.)

REASON FOR DELAY OF FINAL REPORT:

We are awaiting the. receipt of the Final Load Capacity Data Sheets prior to making evaluations and determining corrective action.

PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL ~OF FINAL REPORT:

Another report will be issued on this matter by December 17, 1981.
