AttachmentCInaccordancewith10CFR50.91,thesechangestotheTechnicalSpecificationshavebeenevaluatedagainstthreecriteriatodetermineiftheoperationofthefac'ilityinaccordancewiththeproposedamendmentwould:l.involveasignificant,increaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.Asoutlinedbelow,RochesterGasandElectricsubmitsthattheissuesassociatedwiththisamendmentrequestareoutsidethecriteriaof10CFR50.91,andtherefore,anosignificanthazardsfindingiswarranted.Theproposedchangewouldreducethelowerpressurizerlevel'.limitfrom12to10.6%.Thisdoesnotincreasetheprobabilityo'consequencesofanaccident.Thisdoesnotcreateanewordifferentaccident.Thisdoesnotreduceasafetymargin.TheproposedchangealsoreducestheP-10setpointfrom10to8%.Theevaluationdoneshowsthatforthelimitingaccidents,thesafetymarginisnotsignificantlyreduced.Thischangedoesnotincreasetheprobabilityorconsequencesofanaccident.Thischangesdoesnotcreateanewordifferentaccident.Therefore,anosignificanthazardsfindingiswarrantedfortheproposedchanges.
