Dear Mr. Liparulo:

The Nuclear Regulatory Commission staff reiterated its technical position to Westinghouse (the applicant) for AP600 Key Issue #14 regarding the applicant's 3 l proposed alternative to the mechanical: turbine overspeed trip in a letter dated April 11, 1997. On May 8, 1997, the staff received the applicant's

response letter dated April 25, 1997. However, as we informed the applicant in a telephone call on that day, the submittal was unreviewable due to the illegible diagram. On May 9, 1997, the staff received the applicant's diagram that was legible. This letter is to acknowledge receipt of the submittal as of May 9, 1997. The staff is reviewing the applicant's submittal.
