uear Chairman Deale: wlt T This letter is in further response to the letter of applicants da:ed September 21,1979 with regard to SCANP's motion to re-open the record on need for power.

As noted in our letter of October 5,1979, we agree with appli-carts that ther2 13 important new evidence which requires the Board co reopen the need for power issue. We note in this re-gard. the recent approval by the Enviror ental Protection Agency of permits which will allow Colocrip Units 3 and 4, power plan: projects in Montana, to proceed with construction. Be-catse applicants here are participants in these two 750 mega-wa:t power projects, this approval is very sipifictne evi-de:ce which should be considered in any need :or powe: de-cision.
