Reference 1 requires that each licensee holding an operating license for a nuclear power plant reactor facility perform an Individual Plant Examination (IPE) of its plant (s) for severe accident vulnerabilities and submit the results to the Nuclear Regulatory Commission (NRC). In addition, Reference 1

requires that the licensee submit the IPE results within three years of the issuance of the final draft of NUREG 1335, " Individual Plant Examination:

Submittal Guidance" (Reference 3). Reference 2, dated August 29, 1989, announces the availability of NUREG 1335, thus starting the three year period.

The licensee is also required by References 1 and 2 to submit its proposed prograu for completing the IPE within 60 days of the date of issuance of Reference 3.

The proposed program should:

1. Identify the method and approach selected for performing the IPE,  !
2. Describe the method to be used, if it has not been previously submitted fcr staff review (the description may be by reference), >

and

3. Identify the milestones and schedules for performing th; 27E and submitting the results to the NRC.

The purpose of this letter is to provide the required progran proposal for the i completion of an IPE on the South Texas Project Electric Cenerating Station (STPECS) and submittal of the results to the NRC.

Section 4 of Reference 1 identifies three approaches that will satisfy the examination requested by the Generic Letter 88 20 (CL 88 20). The first of these approaches will be utilized by STPECS. This approach consists of a ,

Level 1 Probabilistic Risk Assessment (PRA) which uses current methods and information, plus a containment performance analysis that will follow the general guidance given in Appendix 1 to CL 88 20. A Level 1 PRA consists of determination of core damage frequencies based on system and human. factor evaluations.

With reference 4. Houston Lighting & Power Company (HL&P) transmitted the report entitled ' South Texas Project Probabilistic Safety Assessment Summary Report". The Summary Report provided an overview of the results of a level 1 PRA on STPECS which followed the general guidance suggested by the draft NUREC 1335. In addition to the requirements for the Lavel 1 PRA identified in Reference 1, the STPECS Probabilistic Safety Assessment (PSA)  ;

includes a detailed analysis of external events (i.e., seismic events.

internal fires and external floods, as well as internal floods) and an uncertainty analysis. The completed PSA reflects the as. built and operated status of Unit 1 as of October 1988. The perforan ce of the Level 1 PRA has resulted in several changes in the plant as described in the PSA and Summary Report.

Subsequent to the submittal of ths PSA Summary Report, the NRC requested that HL&P formally submit the backup documentation for review. By Reference 5, HL&P has transmitted the detailed PSA documentation including drawings, procedures used, system notebooks, etc. This documentation is currently under review by the NRC and their contractor, Sandia National Laboratory (SNL).

HL&P believes that these submittals meet the requirements cf the front end portion of the IPE.

HLkP will complete the required containment performance analysis in accordance with the guidence as provided in Appendix 1 to CL 88 20 and as ,

supplemented in the final version of NUREC 1335. The results of this analysis will be provided to the NRC by August 29, 1992. At that time the NRC will also be provided with responses to other issues which may be or are required to be included in the IPE evaluation. For example, the NRC invites the addressing of any Unresolved safety /Ceneric Safety Issues (USI/CSI) in addition to the required USI A 45, " Shutdown Decay Heat Removal Requirements".

These will be addressed in the final submittal. '
