Dear Mr. Baer:

RE: DOCKET N0. STN 50-437; 0FFSHORE POWER SYSTEMS PRODUCT ASSURANCE ACTIVITIES This letter is to inform you of the current activities of the Product Assurance organization of Offshore Power Systems.

As indicated in my letter to you of March 19, 1979, our goals are to obtain '.he manufacturing license frcm the Nuclear Regulatory Comission as expeditiously as possible and to secure one or more custcmers. The engineering effort during this period is to assure that the FNP design is kept current and to maintain tne manufacturing facility i.n a state of readiness. The Product Assurance activities in support of this limited engineering effort are the following:

1) Review and approve drawings and specifications that are issued or revised in accordance with approved procedures.

2) Perform internal audits to assure that engineering activities are in compliance with the Quality Assurance Program. Internal audits will be scheduled, planned and performed in accordance with the requirements of ANSI N452.12, " Requirements for Auditing of Quality Assurance Programs for Nuclear Power Plants".

3) Maintain effort to provide direction and coordination of the Quality Assurance program to satisfy Nuclear Regu-latory Commission requirements.

4) Maintain effort to obtain appropriate Certificates of Authorization and Code Stamps to meet requirements of the ASME Boiler arid Pressure Vessel Code.

Page Two May 11, 1979 These will be the sole activities of the Product Assurance organization until a manufacturing license is obtained and a customer is secured. Subsequently, the Product Assurance program as described in Chapter 17 of the Plant Design Report will be implemented.
