Sir:

On June 15, 1976, I, Ernst J. Effenberger, testified in front of tha Nuclear Regulatory Commission a5ainst Offshore Power Systems from Jacksonville, Fla.

I presented a 9 page testimony on which I never received an an-
swer from the N.R.C.

Since my statement was made in public, I request that you, on be-have of the N.R.C., give a public statement answering all the questions which I raised at that time.

This statement shall be made before the N.R.C. considers a manu-facturing license to 0.P.S.

- I have one more thought to add to my previous statement: We all

i. know what happened at Three Mile Island. If the same, or a similar, accident occurs on a floating nuclear platform, how do you propose to contain the nuclear contamination? It would spread along the coast line and remain there for the next 50,000 years. This was my ar6ument against 0.P.S. in the first place and also the reason I resigned under

! protest af ter 3 years of frustration and insults.

! I have been blacklisted and ridiculed for the last 6 years because c { g g was trying to save lives.
