(a) Memorandum of Understanding for Regulation of Floating Nuclear Power Plants, dated 4 January 1974 (b) Safety Evaluation Report by the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, in the matter of Offshore Power Systems, Floating Nuclear Plants (1-8), Docket NO. STN 50-437 The United States Coast Guard pursuant to the provisions of reference (a) has completed a review of the Plant Design Report and its amendments for the barge mounted Floating Nuclear Plant proposed by Offshore Power Systers. This review considered matters related to the safe design and construction of the barge, to maritime safety and to the protection of the marine environment. Specifically, the review focused on the preliminary design information submitted by Offshore Power Systems which addressed the review areas listed in Appendix "A", Column 2 and appendix "B", Column 1 of reference (a). Reference (b) and its supplements reflect the detailed results of the Coast Guard review.

The Coast Guard hereby accepts the concept set forth in the Plant Design Report and its amendments for the Floating Nuclear Plant, as con sistent with Coast Guard regulations. Final approval will depend on sucee ;sful plan review, inspection during construction and approval by the Officer in Charge, Marine Insp2ction for the zone where the barge will b-constructed.
