SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNITS 1 AND 2, NRC SECURITY INSPECTION REPORT 05000498/2018403; 05000499/2018403

Dear Mr. Powell:

On, June 21, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your South Texas Project Electric Generating Station, Units 1 and 2, facility.

The NRC inspector discussed the results of this inspection with Mr. R. Aguilera, Manager, Plant Protection and Emergency Planning, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance.

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Agency Rules of Practice and Procedure," a copy of this letter will be available electronically for public inspection in the NRC's Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agencywide Document Access and Management System (ADAMS)

EXECUTIVE SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensee's performance by conducting a Baseline Security Inspection at South Texas Project Electric Generating Station, Units 1 and 2

, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRC's program for overseeing the safe operation of commercial nuclear power reactors.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, "Security Inspection Program for Commercial Nuclear Power Reactors." The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

IP 71130.0 2 - Access Control (1 Sample) The inspector evaluated the security program. The following elements were evaluated:
