EVENTDESCRIPTIONOnJuly15,1991,twoLeastTerns,anendangeredspecies,werefoundinoneofthesite'sevaporation/percolationponds(commonlycalledthestormwaterbasins).Thebirdsfeatherswerefoundtobepartiallycoatedwithoil.Theoilonthebirdswasapparentlyfromthebasinswatersurfaceandwasbelievedtohaveoriginatedfromaturbinelubeoilsumpintheplantpowerblock(theamountofoilin,thewaterbasinwasdeterminedtobelessthan25gallons).Nounusualplantoperatingconditionswerenotedatthetimethebirdswerefoundorjustpriortotheevent.ThebirdswererecoveredfromthebasinandtransportedtotheTreasureCoastAudubonWildlifeHospitalinHobeSound,Florida.HospitalofficialssubsequentlyreportedtoFloridaPowerandLightCompanyonJuly17,1991thatthebirdshaddied.TheremovalofthebirdsfromthebasinandtheirsubsequentdeathswasreportedtotheU.S.FishandWildlifeService(FWS)andtheFloridaGameandFreshwaterFishCommission(GFC)asrequiredbytheSpecialPurposeandCarcassSalvagePermits,respectively.Additionally,plantpersonnelreportedtheeventtotheNRCasrequiredby10CFR50.72b.2.vi.TheonlyimmediateagencyresponsewasfromtheFWSrepresentativewhorequestedthattheLeastTerncarcassesbeburied'orincinerated.TheTreasureCoastWildlifeHospitalindicatedthatthebirdswouldbeincinerated.Theplantisevaluatingthefeasibilityofinstallinganoily/waterseparatorontheturbinelubeoilsumpinanefforttodetermineifalloilcanbeprecludedfromreachingthestormbasinsinthefuture.
