On February 9, 2023, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) to convert to Improved Technical Specifications (ITS) in accordance with NUREG-1432, Standard Technical Specifications - Combustion Engineering Plants, Revision 5 (Improved Standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to ITS in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5. The meeting notice and agenda, dated January 26, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23026A307. A list of attendees is provided in the Enclosure.

o   NRC staff engaged in follow up discussion with the licensee in support of the review of Section 3.7 (Plant Systems). The licensee proposed not having a minimum value for a surveillance related the emergency core cooling system (ECCS) area ventilation system. NRC staff expressed plans to request that the licensee provide justification for the proposed deviation.
 
o   NRC staff continued discussion with the licensee regarding the licensees proposed freedom of movement test associated with surveillance requirement (SR) 3.1.4.4, which is used to verify control rod operability.
o NRC staff engaged in follow up discussion with the licensee in support of the review of Section 3.7 (Plant Systems). The licensee proposed not having a minimum value for a surveillance related the emergency core cooling system (ECCS) area ventilation system. NRC staff expressed plans to request that the licensee provide justification for the proposed deviation.
