Dear Mr. Thomas:

This is in response to your letter of April 6,1984, in which it was stated that the Emergency Plan for the research reactor at Purdue University did not adequately address the requirements of Appendix E to 10 CFR 50. The following information is submitted for your further consideration of the Emergency Plan following telephone conversations with personnel from your organization. This response follows the format used in the conclusion of your letter.

SECTION 3.8, EMERGENCY FACILITIES AND E0VIPMENT

1. There are no non-radiological monitors, such as fire alarms, that may be used for emergency detection because the reactor facility is housed in a fireproof room with a minimum of combustible materials present. Purdue considers the possibility of fire so remote that fire alarms are not warranted.

SECTION 3.10, MAINTAINING EMERGENCY PREPAREDNESS

1. Internal drills will be scheduled annually instead of biennially.

2. The facility operations personnel consists of the Laboratory Director, the Assistant Laboratory Director, and an Electronics Technician. The director and Assistant Director are the only licensed operators at present and each has a senior reactor operator's license. The licensed operators and the technician are in constant and daily contact with one another so that any changes or modifications are readily communicated. As soon as additional licensed operators are added to the operations group, the retraining will return to its original form. Until that time those responsible for-initiating the Emergency Plan are thosewho have authored it and are intimately familiar with the Plan.

3. Radiological Control Office conducts the training / retraining program for support facilities and recognized the need for updating the program in a communication in November 1981. A request for funding was made and, as of July 1,1984, the funds will be available to write the manuscripts updating the program. A description of this program will become a part of the biennial review of the Emergency Plan.
