Dear Sirs:

This letter is submitted in compliance with the requirements in 10CFR 50.64 to annually ,

update the prc cosed schedule for the conversion from HEU to LEU. The University has started 1 the final design of the core and reflector and thermal hydraulics. The following schedule is proposed for completion of the project.

August 15,1989 - Start the safety analysis repcrt.

! December 31,1989 - Submit the safety analysis report to the NRC.

January 1,1991 - Receive approval of the safety analysis report.

Summer 1991 - Install new core. (Assuming NRC approval and the fuel can be fabricated on time.)
