Operator Requalification Program for the PUR-1 Reactor Facility

Dear Sir:

This revised operator requalification program is submitted as a supplement in support of the renewal of the operating license for the Purdue University Reactor, License No. R-87.

Two enclosures are involved in this supplement. The first enclosure is a revised requalification program for the Purdue University Reactor Facility. The second enclosure is a request for exemption from portions of the revised requalification program.

If any additional information is required, we will be pleased to supply it.

concerning the continued training and requalification of operators for the PUR-1 reactor.

It will be mandatory for all. operators licensed on the PUR-1 reactor to participate in the program.

The requalification program will consist of the following parts:

Eight mattings will be held over a two year period.

O locture of one or more of the following topics:

Thhory and principles of operation 11.

Genersi and specific plant opera',ing characteristics.

iii.. Plant instrumentations and control systems, iv.

Plant protection systems.

Engineered safety systems.

vi.

Normal, abnormal, and emergency operating procedures.

vii.

Radiation control and safety.

l viii. Technical specifications.

A written quis on the material covered by the proceeding lecture.

The lectures will be given by the reactor operators, senior operators, university radiation control officers, or f aculty members of the School of Nuclear Engineering.

3.

The quizos will be made up and graded by the person giving -

the lecture.. If an operator, or senior operator receives a grade less than 70% on a quiz, he will be relieved of his duties until the material has been reviewed and a passing grade is earned.

4.

Copies of the quizes, together with the papers and grades will be kept on file for a period of four years by the training coordinator.

B.

Each operator and senior operator will take an annual written examination emphasizing the material in the lectures for that year, and l

an operating examination. Each year one of the senior operators will be exempt from the final exam. This exempt senior operator will make up and administer the annual exam to all of the other operators and senior operators.

An accelerated training program will be provided for any operator or senior operator who scored less than 70%,

overall, on the l

annual exam.

The individual will be -* moved from his licensed duties and enrolled in the accelerated program until such time as he can l

satisfactorily pass a test on the material covered in the annual exam.

The course content and duration will depend upon the individual's i

deficiencies.

C.

Each operator will be required to make a minimum of 10 reactor startups or power level changes during the two year period covered by his license.

D.

Each reactor operator and senior operator will annually review the contents of the operating manual, technical specifications, and the emergency procedures. A signed statement to this fact will be kept in the requalification file for a period of four years.

E.

Records will be maintained to document each licensed operator's and senior operator's participation in the requalification program. The records will contain copies of each written exam, answer sheets, results of evaluation, and reactivity control manipulations. Documentation of additional training and tests required for individuals exhibiting deficiencies will also be included in the files. All records will be maintained by the training coordinator for a period of four years.
