This refers to the inspection conducted from December 16 through December 19,
1996, at the Purdue University Reactor (PUR-1) and Fast Breeder Blanket
Facility (FBBF). The purpose of the inspection was to determine whether you
conducted activities authorized by the licenses safely and in accordance with
l NRC requirements. At the conclusion of the inspection, the findings were
discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within
I these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations of ;
activities in progress. I
