Dear Members of the Appeal Boards In  its Brief on Appeal From      Parti al        I.itial                                      Decision, Citizens Concerned About Nuclear Power expressed a concern in its introduction about how the ASLB in this proceeding was using its Partial  Initial  Decision to severely restrict the issues to be heard in Phase II of this proceeding. CCANP's worst fears were realized    in    the ASLB Fifth Prehearing            Conference                                            Order (Consideration of Issues for Phase II) dated November 16, 1984.
Because  the Appeal Board's consideration of CCANP's                                                  appeal of the Partial Initial Decision so clearly affects CCANP's rights in Phase    II  of this proceeding, CCANP is enclosing for the information of tne ASLAB CCANP's motion for reconsideration of                                                                      !
