Dear Mr. Murlet:
I hwe lived in the Houston rea most of my life and I am non cutte distressed to see t'.at the South Texas Nuclear Project is apparently about to be licensed and to begtn 00eratten in our immediate victnity. I am prticularly distressed because of the long history of C00tr' action mismanagement and safety violations at the clant, well-cocumented in Houston newscecers.
Even more distressing is the fact that reoresentatives of your agenev, who hwe been in enarg safety inspection and evaluation, have repeatedly been implicated in pressuring quality con personnel to everlock safety violations.
F0r this reason in particuly I believe it absolutely necessary that an independent investigative team be called in to inspect the South Texas Nuclear Project before it !s licensed tb load fuel or begin operation. This team must be independent both of NRC Re; ion IV personnel and especially of Mr. Victor Stello, Manage-of Operations,wno hee been rece implicated in past irregularities.
The Nu; lear Regulatory Commission has before it a petition from the Oevernment Ac:cuntactility Project which amply atx:uments the ressons that such an :noependent investigative team :s absolutely necessary to insure the safety of th:s troublec nuc! ear project Orawing on the testimony of numerous employee wntstle-blowers who hee wormed on the oreject, this petition nas substantial merit and should be granted immeciately We are the ones wno will have to live with the potential health and safety risks posed by this nuc'er ocwer plant. We are counting on your agency to fulfill its responsibility to us the citizens (not to the utilities) to take all steps ns:essam/ to assure the safe operetton of nucies*
rsectors in this country.
If South Texas Nuclear Project is ollcwed to load fuel and begin ooeratton before en 'ndepencer.t safety inspection is completed, this would constitute in my mind, and in the mind of many others here, a gross violation of the public trust on your part.
Again, we are counting on Wu, sir, to protect our health and safety interests in this matter anc not to allow industry pressures or a desire to ignore past NRC failings to ple/ a role in this crucial decision.
