Re: Turkey Point Units 3 and 4 Docket No.50-250 and 50-251 Containment Tendon Surveillance Pro ram TAC No.M84101 On January 11, 1993, Florida Power and Light (FPL)Company met with the NRC to discuss the twentieth year tendon surveillance program for Turkey Point Units 3 and 4.FPL discussed the results of the twentieth year surveillance, the root cause evaluation of the low lift-off values obtained during the surveillance, and FPL's long term'lan for resolution of this issue.The NRC was in general agreement with FPL's approach.Following this meeting, the NRC issued a meeting summary dated January 25, 1993, in which the staff requested additional information to support the review of the tendon surveillances.

In response to this request, the attachment is provided.A ze-analysis of the Turkey Point Units 3 and 4 containment structures is in progress.The re-analysis is being performed in accordance with the existing design basis as established by the Turkey Point Updated Final Safety Analysis Report (UFSAR), using a design internal pressure of 55 psig.FPL expects that this re-analysis will demonstrate the post-tensioning system's capability to meet the design basis requirements for the service life of the plant (i.e., 40 years from Operating License).This re-analysis will include a rate of steel relaxation representative of the actual conditions occurring at the plant.Additionally, this re-analysis will establish predicted upper and.lower bound limits to which future tendon surveillance lift-off forces will be compared for acceptance.
