Potential Part 21 on Dedicated Items not available for PMI testing (NUPIC)

Pursuant to the requirements of 10 CFR Part 21, this letter notifies the NRC of a potential and indeterminate Part 21 condition. NUPIC Audit Report 24393, Finding 170310029-02 identified a weakness in NTS' material dedication of items based on visual comparison of items being dedicated to seismically qualified test specimens and not actual verification of material type.

Since the issue of the finding, NTS has performed positive material identification (PMI) testing of the seismically important components of the seismically qualified test specimens and a representative of each type of item dedicated during the last three years, with exception of a few items. NTS needs a representative of each of these few items to complete the testing and is requesting each affected customer to return one of each item on the attached list if possible for testing. For those utilities that provide a representative item, NTS will provide PMI test results.

NTS is notifying the affected customers of this potential Part 21 condition in parallel with this notification.

Note: Based on NTS' evaluation of the results to-date, the dedicated materials are equal to or better than the seismically qualified material.
