September 19,1997 i STATUS REPORT SUSQUEHANNA ALLEGATIONS 97-A-OO49 and 97-A-0145 On September 18,1997 Jack Crienjak and Cliff Anderson called Martin Urban of PP&L (employee Concerns) regarding their internal investigation of the issues that are the subject of the subject allegation. Mr. Urban provided the following status information regarding their investigation.
The licensee estimates that it will take an additional two months for them to complete their investigation. Their investigation consists of four tasks that are discussed below that are at various stages of completion. The first task relates to the determination of computer data associated with the ESS transformer alarm test. They have essentially completed this task. They concluded that Unit 1 data is not reliable; however, Unit 2 data is reliable. They are doing a last verification of this conclusion.
~
The second task includes two issues. Both of these issues relate to ari April 29,1997 letter frem PP&L to the NRC that contrary to the letter PP&L management was aware l of other alarm tests not performed. The first issue was that a specific PCO and a specific Shift Supervisor discussed this concern. PP&L has closed this issue on the basis of interviews with the PCO and SS determined they both denied this conversation. The second issue is that there is a wide spread concern regarding other alarm tests not performed. This issue is not closed it is tied to the closure of tasks two and three of their investigation.
The third task relates to alarm testing of a panelin the main control room. It was alleged to PP&L that PCOs were not performing this test as required. With regard to this task there are four open items that need are being addressed. They are:
a) Analyze the wiring diagram.
b). Determine if necessary computer points exist. -a c) Verify the reliability of the computer points, if they are available.
d) Interview PCOs, as necessary, to prove / disprove the allegation.
All of the above items are in process and remain open. The PP&L employee concerns program has a technical individual working at the Susquehanna site full time to address the above items. This task is controlling for the remaining two months to complete to l
complete the PP&L investigation.
The fourth task relates to alarm testing of the Rad Waste panelin the Rad Waste ;
control room. For the Rad Waste panel alarm testing the allegation is that the ASOs l l did not perform the Rad Waste panel alarm testing as required. This task will address j i
the same type of a - d items that are identified in task 3 above; however, for Task 4 l
- items a and b are comp!cte. Item c is in process. l l

1-i We asked Urban if Byram and Jones were aware of the details of this investigation and l if the could be contacted by the NRC without jeopardizing the PP&L investigation.
l Urban responded yes. I asked Urban if they could close out portions of their I investigation. He said he would think about it; however, some of the tasks are inter-related. Urban will be out of town but he can be reached,'during the week of September 22,1997.
