FY86 SCHEDULE FOR EMERGENCY RESPONSE FACILITIES APPRAISAL As indicated in uty memorandum of October 3,1985, we have been coordinating with the Regions to detemine the nuclear power plants that have completed or will complete their final Emergency Response Facilities (ERFs) in time to conduct an ERF Appraisal during FY86.

The Regional ERF readiness evaluations have been completed and 13 sites were identified that could be scheduled for an ERF Appraisal during FY86. However, to conserve resources for this program, we have decided to conduct four ERF Appraisals using the existing procedure of sending a separate appraisal team to each site and will perfom the remaining appraisals using a new approach of per-faming the ERF Appraisal in conjunction with the annual exercise. The schedule for the four ERF Appraisals using the existing procedure has been coordinated with the Regions and is enclosed (Enclosure 1). The remaining appraisals will be scheduled in the near future, subject to the development of a draft revised ERF Appraisal Procedure and a detemination of a schedule compatible with the exercise schedule and resource availability.

For the ERF Appraisals to be conducted using the existing procedure, the Emer-gency Preparedness Branch (EPB) will assist the Regions by organizing the ERF Appraisal Team and determining team size and composition. EPB will also assist the Regional Team Leader in gathering infomation on the final ERF design plan

- and the emergency data acquisition systems for each site and will provide one team member for each appraisal team.

Regional Directors It is requested that each Region inform their licensees within 40 days of the planned ERF Appraisal date. A suggested draft letter is enclosed for notifying the licensees (Enclosure 2). Also it is requested that EPB be furnished with copies of all correspondence and reports regarding all ERF Appraisals.
