SUBJECT:
ALLEGATION RI-86-A-28:
" Auxiliary Operators leaving Site Prio* to Relief, Causing Shortage of Reactor Qualified Operators."
Our investigation into the subject matter has been completed with the following results:
The personnel referred to in the allegation are Auxiliary System Operators (circulating water system, service water system, makeup demineralizer system and the like) not Reactor Operators.
There are no technical specification requirements for Auxiliary System Operators.
On two occasions, Operator Helpers who were qualified on the ASO watch station but not promoted to ASO stood the watch.
Due to the lack of safety significance, and the fact that qualified personnel filled in on both occasions, this allegation has been closed.
