Director Decision (DD) 96-18 l
l
SUMMARY
Mr. Paul Blanch filed a 2.206 petition on April 13, 1994, j
regarding the potential failure of the fuel in the spent fuel pools of all reactors in the United States.
As a basis for his requests j
he asserted the NRC was informed of a substantial nuclear safety I
hazard at the Susquehanna Steam Electric Station over a year l
earlier (Lochbaum and Prevatte).
~
l SIGNIFICANT POINTS:
{
l e
This is a well-written DD that reviews staff actions taken in response t6 spent fuel pool issues.
The DD correctly ~" grants" l
Petitioner's
" requests, as appropriate' '
(e.g.,~
generic communication, and review licensing basis).

i i
l l
Messrs. Lochbaum and Prevatte submitted a similar request to l
deny licensing actions in 1994 (after their Part 21 report on Susquehanna's spent fuel pool issues).
Mr. Blanch's 2.206 I
Petition was already " acknowledged."
i s
Recommend allowing the DD to stand.
