Followup to call on June 24, 1997:

PP&L is going forward with investigation of his concerns, the alleger met i

e with attorney Daryl Shapiro (Firm of Morgan, Lewis, Backius) and Martin i

Urban of PP&L Corporate auditing on July 1,1997. The alleger described the meeting as " innoxious" and " cordial."

e' The a11eger stated that PP&L senior management had been made aware of the investigation.

The a11eger told the interviewers about the alarms (as described during our phone conversation on June 24, 1997) and presented them with a computer printout showing the ESS transformer alarms.

The alleger characterized the data as proof that 2 alarms never came in, I alarm came in almost always, and I alarm was %.armittent.

The alleger stated that Keith Davis told him, that prior to August 30, l

1996, the radwaste alarm-(OC322) was not routinely teste.d. He stated he knew this to be true because "it was not done often enough that PCOs did not know it had to be done." This alarm test is required by ASO turnover sheets that are done twice per day.

e The alleger told the interviewers that he believes the alarm test can be cleared before the computer recognizes the alarm relay has actuated. He also stated that electricians had investigated the alarms since his contact with the interviewers.

The alleger told the interviewers that he believes the PP&L's investigation was too narrow in the first place. The Independent Safety Evaluation Services and Corporate Auditing investigations only used the data provided by 1.he ERT and therefore could only find the same conclusions.

He stated that PP&L's letter to the NRC was incorrect because other alarm tests were missed.

e The alleger stated that Urban committed to get back to him.
