Allegation received Oct. 3,1997 by D.J. Nelson, OE.

Alleger refers to April 9,1997 letter from PP&L to NRC concerning, in part, missed alarm tests at l

Susquehanna. Alleger stated that PP&L did not identify in that letter additional missed tests that l-reasonably should have been identified. Alleger stated he had previously described these additional missed tests to Nelson or Paul Swetland (Region I) but this issue was not discussed in a letter he received 10/2/97 acknowledging his earlier conversation (s). (Nelson does not recall this issue from his prior conversation with the alleger and notes do not mention it.)

The alleger gave three examples of additional missed tests:

1. There is an alarm test for each of the four ESS transformers. The alarms for two of these never come in for reasons unknown to the alleger. However, alarm tests for the other two do come in and a computer printout from the February time frame shows that alarm tests for these two have been missed. This computer print out was discussed by Union Steward Kieth Davis with plant management. There is no reason why it should not have been included in the April 9 letter as examples of additional missed tests.
2. An offgas system test conducted from the Radwaste Control Ro.sm - required once per day - also was being missed based on conversations with Main Control Room operators who indicate that an alarm was'not received in the MCR that would indicate that the test was being performed. This should have been included in the April 9 letter.
3. Annunciator alarm tests in the MCR - required once per shift - were frequently not performed.

This should have been included in the April 9 letter.
