SECY-86 Final Rule to Modify General Design Criterion 4 of Appendix A, 10 CFR 50 The Commission, by a 5-0 vote, approved a final rule which modifies General Design Criterion 4 of Appendix A to 10 CFR Part 50 to allow the exclusion of certain dynamic ef fects associated with postulated pipe ruptures in the primary coolant loop piping of pressurized water reactors.
The Federal Register Notice should be forwarded for signature and publication in the Federal Register and the appropriate Congressional and public announcements should be made.

SECY-86 Review of ALAB-819 (In the Matter of Philadelphia Electric Company)
The Commission, with Chairman Palladino and Commissioners Roberts, Bernthal, and Zech agreeing, approved an order denying requests by the Philadelphia Electric Company, the Limerick Ecology Action, and Robert Anthony / Friends of the Earth, seeking Commission review of various aspects of ALAB-819.
Commissioner Asselstine approved in part and disapproved in part and provided separate comments.

The Commission, by a 5-0 vote, approved the issuance of an order denying the motion filed by Robert Anthony / Friends of the. Earth to reopen the record and stay operation of Limerick Generating Station, Unit 1.

SECY-86 Response to Commission Questions on Braidwood The Commission, by a 3-2 vote, approved an order denying review of ALAB-817 and requesting parties to submit briefs on the issue of whether the five-factor test for submission of a late filed i
contention is satisfied by the intervenors amended quality assurance contentions.
Chairman Palladino and Commissioner Asselstine disapproved and provided separate views.
(Subsequently, on March 20, 1986 the Secretary signed the Order.)
V.
SECY-86 TMIA Motion to Dismiss and for Stay of Husted Hearing The Commission, by a 5-0 vote, approved an order denying a motion from TMIA that requested the Commission dismiss the order granting Charles Husted a hearing and stay the proceedings.
(Subsequently, on March 20, 1986 the Secretary signed the order.)
