This is to inform you that the Nuclear Regulatory Commission (NRC) will perform an inspectionof licensed operator training programs at your V. C. Summer Nuclear Station.  The inspection
is scheduled for the week of May 1, 2006.  This inspection is being initiated as a result of the
poor performance of licensed operator applicants on the January 10, 2006 written examination.The inspection team will verify that your licensed operator applicants met all of the eligibilityrequirements in 10 CFR 55.31, "How to apply," as attested to on NRC Form 398 submitted forthese applicants.  The inspection will also determine if your licensed operator initial training andlicensed operator requalification programs have been developed and implemented using a
systems approach to training (SAT).  NUREG-1220, Rev 1, "Training Review Criteria and Procedures," and NRC Staff InspectionProcedure 41500, "Training and Qualification Effectiveness," provide guidance on the purpose
and content of the inspection.  These documents are available on the NRC's public web site.In order for the NRC to prepare for the inspection, we request that you provide the materialslisted in the Enclosure to the NRC Region II office by April 21, 2006.  The Enclosure provides ageneral list of the types of information and resources we expect to have available at the site to
perform our inspection of your training programs.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, itsenclosure, and your response (if any) will be available electronically for public inspection in theNRC Public Document Room or from the Publicly Available Records (PARS) component of
