Public Meeting Summary:

On August 6, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid public meeting to discuss NUREG-1220, Training Review Criteria and Procedures, and staffs plan for developing technology-neutral training programs for advanced reactors and microreactors.

The NRC staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).

The meeting was convened to gather stakeholder feedback on the planned revision of NUREG-1220, which provides guidance for evaluating training programs under Title 10 Code of Federal Regulations (10 CFR) Part 55, Operators Licenses, and 10 CFR 50.120, Training and qualification of nuclear power plant personnel. The NRC staffs primary objective is to modernize the document to reflect current training technologies and methodologies, with particular attention to the needs of advanced reactors and microreactor designs. The contemplated revision aims to ensure that regulatory guidance remains relevant, flexible, and aligned with evolving industry practices.

The meeting provided an overview of the regulatory background outlined in 10 CFR 50.120 and 10 CFR Part 55, which established the foundation for evaluating Systematic Approach to Training (SAT)-based programs. The discussion emphasized the use of the ADDIE model Analysis, Design, Development, Implementation, and Evaluationas the structural basis for SAT. A key focus was placed on ensuring that training programs are aligned with job-specific Knowledge, Skills, and Abilities (KSAs) to support effective operator performance and regulatory compliance. Stakeholder engagement was the central focus of the meeting, with discussions addressing the integration of SAT with emerging technologies and evolving training models. Key areas of discussion included:

The use of centralized training providers supporting multiple facilities.

The concept of fleet-based operator models and their implications for training standardization.

Stakeholder experiences with incorporating virtual reality, augmented reality, e-learning platforms, and remote instruction into SAT-based training programs.

External stakeholders also provided input in the following areas:

The need to align KSAs with SAT to avoid duplicative training frameworks.

The importance of modernizing NUREG-1220 to reflect current technologies and inspection practices.

Support for flexible, technology-neutral guidance that accommodates both traditional and digital training delivery methods.
