    ,Attn: Document Control                Desk Washington,            DC  20555 Re:        St. Lucie Unit 1 Docket No. 50-335 Deviation of the        NPDES    Permit On    September 15, 1993, the            biocide (Clam-trol, CT-1) concentration in the discharge canal                was observed to be 0.53 ppm which exceeds the 0.4 ppm maximum limit in the plant's National Pollutant Discharge Elimination System (NPDES) Permit. This deviation is being reported to the Environmental Protection Agency in the Monthly Discharge Monitoring Report. A copy of the event is attached and is being sent pursuant to Section 3.2.1 of the St.
Lucie Unit 1 Environmental Protection Plan.

FLORIDA POWER AND LIGHT COMPANY - ST LUCIE PLANT NPDES PERMIT NUMBER FL0002208 OSN 001 MONITORING PERIOD - SEPTEMBER 1, 1993 THROUGH SEPTEMBER 30, 1993 On September 15, 1993, the midnight discharge canal sample which was collected during a biocide application (Clam-trol, CT-1) indicated a concentration of 0.53 ppm. This value exceeded the 0.4 ppm maximum limit in the plant's NPDES permit. Analyses of four samples which were collected at four hour intervals prior to the event all yielded values of  (  0.3 ppm. Problems had been experienced at the clay injection station (clay is injected to deactivate the biocide) just prior"to the midnight sample. These problems were corrected within several minutes of their discovery but apparently enough time had elapsed to cause the exceedence. The two remaining samples collected during the application both yielded values of    (  0.3 ppm.
The 0.53 ppm concentration noted in the discharge canal was well below the No Effect Level of 1.2 ppm which was established for this biocide. This fact, plus the dilution which occurs following discharge from the Y-port and multi-port diffusers upon discharge to the Atlantic Ocean, indicate that this event should not have caused any significant environmental damage.
Corrective actions include increased communications between the individuals involved in the biocide injection station, the clay injection station, and the chemistry department. If anomalies occur in any area, biocide injection will be immediately terminated until the condition is corrected.
