APPENDIX A NOTICE OF VIOLATION Public Service Company of New Hampshire Docket No. 50-443 Seabrook Unit 1 License No. NPF-56 During an NRC inspection conducted on July 6 - September 6,1988, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR Part 2, Appendix C (Enforcement Policy 1986), the violation is listed below:

Seabrook Station Technical Specification Surveillance Requirement 4.8.1.1.3, states that all diesel generator failures, valid or nonvalid, shall be reported to the Commission in a Special Report within 30 days.

Contrary to the above, on February 24, 1988, a start failure occurred on the train "B" emergency diesel generator which was not reported to the Commission until July 22, 1988, greater than 30 days after the occurrence.

Furthermore, six diesel generator start failures occurred between October, 1986 and January, 1988, none of which were reported.

This is a Severity Level V Violation (Supplement I).
