DIRECTOR ~

Richard Black, Stiff Counsel Dan Swanson. Staff Counsel United States Nuclear Regulatory Commission Washington, D.C. 20555 Re: Skagit Nuclear Power Proj ect, Units 1 and 2 Gentlemen:

Various consultants and researchers, and I myself, have been unable to find in the record in this proceeding the com-position of.the open cooling system at the Skagit p. oj ect.

What alloys, with what surface areas, of what coppe- or stainless steel or other piping will be used from the cold  ;

water intake, throughout the primary and tacondary portions of the open system, down to and including the diffuser? What temperatures and what chemical loadings will occur at each point on these surfaces?

h() I am sure that there exists some-where an exhaustive document answering these questions and I am hoping that you will be able to send it to me as soon as possible.

As you are aware, the use of copper tubing or of stain- .- I less steel tubing which release metallic toxicants would certainly change present assumptions concerning fish effects at the diffuser.

In addition, apropos of an earlier miscommunication to the Board to the efrect that the Skagit Tribes had withdrawn their questions concerning the effect of the diffuser, I would appreciate it if you would inform the Licensing Board, by way of correcting that miscommunication, that the Tribes' concerns about flection, toxicity at the diffuser, have, upon research and re-intensified.
