OF NOVEMBER 15, 2018, TELECONFERENCE WITH ENTERGY OPERATIONS, INC. REGARDING LICENSE AMENDMENT REQUEST FOR USE OF THE TRANFLOW CODE FOR DETERMINING PRESSURE DROPS ACROSS THE STEAM GENERATOR SECONDARY SIDE INTERNAL COMPONENTS (EPID L-2018-LLA-0112)
On November 15, 2018, a Category 1 partially closed public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Waterford Steam Electric Station (Waterford), Unit 3; Entergy Operations, Inc.; and Westinghouse (the licensee).
The teleconference notice and agenda, dated November 2, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18311A306. A list of attendees is enclosed with this summary.
The NRC staff provided a list of draft requests for additional information (RAI) (ADAMS Accession No. ML18299A086) for discussion. The purpose of the teleconference was to discuss details of, and potential responses to, the draft RAls. While the draft RAls were made publicly available, the detailed discussion of the responses was expected to contain proprietary information, such as trade secrets as referenced in Title 10 of the Code of Federal Regulations Section 2.390(a)(4). Therefore, the teleconference was partially closed to the public.
During the public portion of the teleconference, the licensee requested a 60-day time period to provide a response to the final RAI. The licensee stated that extra time would be needed to provide responses because a large amount of research was necessary to provide an adequate response to the questions. In addition, Waterford, Unit 3, is diverting resources to prepare for a refueling outage scheduled to begin in January 2019; therefore, fewer licensees were available to prepare the response. The NRC staff tentatively agreed to a 60-day response time. The teleconference was then opened to public comment. No members of the public provided comments.
The teleconference was then closed to the public. During the closed portion of the teleconference, the NRC staff explained the nature of the RAls in more detail. The licensee, including Westinghouse staff, verbally responded with potential answers. The NRC staff and the licensee then discussed technical aspects of the responses and whether the intent of the answers provided appropriately pertained to the intent of the question. No regulatory decisions were made regarding the technical adequacy of the licensee's responses.
No members of the public called in to listen or provide comments to the staff after the business portion of the teleconeference.
